Abstract

Compared to other European countreis Netherlands is unique in regard to government policies on education, research and sharing of knowledge resources. Numerous national and multimational publishing groups have their headquarters in Netherlands. In April 2013, Dutch State Secretary of Education, Culture and Science, Sander Dekker, initiated his programmes implement Open Access to scientific publications. The negotiations government and universities did with publsihing groups, reforms and legislations the country introdude have become history. Their implications in education and research unprecdednted effects. netherlands became a model to other countries in providing Open Access to public funded research. This study focuses on business models and financing strategies of Open Access in Netherlands without neglecting the perspective of the scientists.

  • Ingrid N Wijk

    Ingrid M Wijk studied Business Economics at the University of Groningen. She worked in policy advising and management positions at the University of Groningen and the Dutch Open University, headed the unit for Strategy and International Affairs of Maastricht University (UM), Director of the UM School of Business and Economics. She is Director of the University Library and Language Centre at Maastricht University since 2010. Areas of responsibility include (access to) knowledge resources, the electronic learning environment and students’ learning spaces, as well as skills training in information and language proficiency. She is chair of the Dutch Association of Cooperating University Libraries (UKB) Licensing Group.
